With a population of around 200,000, it is a multi-ethnic community of Han, Mongolian, Hui, Daur, Evenki, and Russian residents, which is reflected in the bilingual signage and diverse cultural offerings found throughout the city. Founded as a Chinese garrison town in 1734, Hailar combines its historical significance as a former military stronghold with a deep connection to Mongolian heritage, most visibly celebrated in Genghis Khan Square and the city's many cultural facilities.
Known as the "Pastoral Capital," Hailar provides visitors with a unique blend of grassland scenery, ethnic traditions, and historical sites.
